Description:

Forecast Command for superintendents, cabinets, and principals: state expectations so they can be scored, and correct course while it is still cheap.

Forecast Command is a written standard for how expectations get stated, checked, and corrected. Sixteen skills in four modules run on the SCORE Loop (State, Condition, Observe, Reconcile, Extract) and build six capabilities: forecast discipline, calibration, assumption control, evidence handling, correction velocity, and institutional memory. It works on operational, financial, and staffing calls. It is not software, it is not a statistics course, and it does not promise your forecasts will be right. It helps you find out you are wrong earlier and cheaper.

Tallgrass Consolidated School District approves a three-year interlocal agreement to run a neighboring district's student transportation, which requires a second depot running 12,000 student rides a day by the end of the first semester.

Target audience:

Superintendents, cabinet members, principals, and operations directors. No quantitative background is needed.
This edition's scenarios, examples, and vocabulary are set in a school district. The objectives and standards are the same in every edition.

Outcomes -- what a learner will be able to do:

- Write a forecast that can be scored by naming the call in Hard Call Format, conditioning it on a reference set and a base rate, publishing a confidence band, and setting the resolution date and owner that close the SCORE loop.
- Hold confidence to the evidence by logging calls in an accuracy ledger, computing hit rate by confidence band, naming the drift pattern running on a live call, clearing physical and emotional load before deciding, and collecting independent estimates before any discussion.
- Test the parts of a plan that can sink it by stripping out the assumptions and sorting them by confidence and consequence, designing the cheapest check that could disprove the plan, writing the failure in advance to surface its causes, and setting pre-authorized trip wires on the risks that remain.
- Close the loop on resolved calls by measuring the gap and classifying the miss, extracting exactly one durable rule with a home and an enforcer, running the rolling brief that publishes it, and standing up a unit accuracy board that reports correction lag as the headline number.

Prerequisites:

- None.

Modules (4):

## Module 1. The Forecast Standard (M1)

Terminal Learning Objective. Action: Write a forecast that can be scored by naming the call in Hard Call Format, conditioning it on a reference set and a base rate, publishing a confidence band, and setting the resolution date and owner that close the SCORE loop. Condition: Given facilitated instruction, the Forecast Command Participant Guide, the lesson job aids, and self-selected real-world examples from the participant's own work, plus the Tallgrass Consolidated School District case Chapter 1 and a facilitator-led practical exercise in table groups. Standard: Produces, in class, one completed SCORE Loop Card with the State, Condition, and Observe blocks filled; one written call containing all six required elements of Hard Call Format with no blanks and a threshold stated as a number; one Confidence Band Worksheet whose published band is the widened band and carries a stated confidence percentage and one named stress event; and one Reference Set Table holding five to seven prior cases, a written median, and every move off the median sized in the measure's own units. A partner from outside the participant's function reads the written call and reaches the same hit or miss judgment.

Module length: 3 hours.

Lessons:

- L-1 The Forecast Standard (interactive, 180 minutes, required)

## Module 2. Calibration Under Pressure (M2)

Terminal Learning Objective. Action: Hold confidence to the evidence by logging calls in an accuracy ledger, computing hit rate by confidence band, naming the drift pattern running on a live call, clearing physical and emotional load before deciding, and collecting independent estimates before any discussion. Condition: Given facilitated instruction, the Forecast Command Participant Guide, the lesson job aids, and self-selected real-world examples from the participant's own work, plus the Tallgrass Consolidated School District case Chapter 2 and a facilitator-run go/no-go role-play in table groups. Standard: Produces, in class, an Accuracy Ledger with at least eight logged calls, every remembered confidence marked R, resolved calls grouped into ten-point bands, one hit rate computed per band, and the worst band named in writing; one drift check that names the pattern by its card name, writes the clearing question in its exact words, and shows a second confidence number next to the first; one completed Cold Read Card with a one-word load, the direction it pushes the number, and proceed or postpone chosen out loud; and one Split the Room Collection Sheet showing two rounds, an unnamed round-one spread, and a recorded round-two middle and spread.

Module length: 3 hours.

Lessons:

- L-2 Calibration Under Pressure (interactive, 180 minutes, required)

## Module 3. Testing Before It Costs You (M3)

Terminal Learning Objective. Action: Test the parts of a plan that can sink it by stripping out the assumptions and sorting them by confidence and consequence, designing the cheapest check that could disprove the plan, writing the failure in advance to surface its causes, and setting pre-authorized trip wires on the risks that remain. Condition: Given facilitated instruction, the Forecast Command Participant Guide, the lesson job aids, and self-selected real-world examples from the participant's own work, plus the Tallgrass Consolidated School District case Chapter 3 and facilitator-timed silent writing in table groups. Standard: Produces, in class, one Assumption Strip Grid whose plan sentence carries one number and one date, on which every surviving item sits in exactly one cell and every test-queue line carries one name and one due date; one Kill Test Card stating the killing result as a number with a sample, both decision rules with an action and a date, and a check that finishes before the next money commitment; one Forward Autopsy Sheet with the failure written as fact with a date, at least ten causes, a top three ranked by likelihood with no ties, and test, wire, or accept marked on each; and a Trip Wire Register on which every threshold carries a value, a unit, and a period, every wire names one owner, and any action that could not be pre-authorized is marked.

Module length: 3 hours.

Lessons:

- L-3 Testing Before It Costs You (interactive, 180 minutes, required)

## Module 4. The Correction Cycle (M4)

Terminal Learning Objective. Action: Close the loop on resolved calls by measuring the gap and classifying the miss, extracting exactly one durable rule with a home and an enforcer, running the rolling brief that publishes it, and standing up a unit accuracy board that reports correction lag as the headline number. Condition: Given facilitated instruction, the Forecast Command Participant Guide, the lesson job aids, and self-selected real-world examples from the participant's own work, plus the Tallgrass Consolidated School District case Chapter 4 and a facilitator-timed 45 minute rolling brief run in table groups. Standard: Produces, in class, one Gap Read Sheet with the call copied verbatim including its confidence figure, the gap stated in the call's own units and as a percentage, one line of evidence each for inputs, model, and execution, exactly one classification recorded, and correction lag stated in days with both dates named; one Rule Card carrying an observable trigger and an action, all three backward-run lines filled, a home naming a document and a field, one named enforcer, and a follow-up date; one 45 minute rolling brief agenda with all six blocks timed and minutes recording a verbatim call, a classification, and one published rule; and one unit accuracy board on which correction lag appears first with median and worst case, hit rate is reported per confidence band, and no individual appears anywhere.

Module length: 3 hours.

Lessons:

- L-4 The Correction Cycle (interactive, 180 minutes, required)
